Eng. Mahmood Al Bastaki

An expert in e-commerce solutions, Al Bastaki served as the Chief Information Officer (CIO) of Dubai World Corporate Departments before taking up his current position as the Chief Executive Officer of Dubai Trade.

Al Bastaki was appointed as an Advisor for the Dubai Expo 2020 bid team.

He began his career in the public sector as a Speech Recognition Expert in the Forensic Laboratory of Dubai Police where he successfully set up a Voice Analysis Division.

He is a Member of The UAE National Committee of World Trade Organization, a chairman of Customs & Trade Facilitation Commission – International Chamber of Commerce (ICC) – UAE Chapter, and Advisory Board Member in the National Association of Freight & Logistics - NAFL. He is also a member of the External Advisory Council in the University of Wollongong.

He was also the former Acting Director of E-Services of Dubai E-Government where he formulated the 2005 E-Government Strategy. He managed critical projects such as the governmental Electronic Payment Gateway “ePay”, Unified Contact Center “AskDubai”, and Web Hosting and Management Platform “eHost”.

Al Bastaki holds a Master Degree in Electrical Engineering from Oregon Graduate Institute in USA (1998) and received a Bachelor of Science degree in Electronics Engineering Technology from the University of Arkansas in Little Rock, USA in 1993.

He has also completed number of executive development and leadership programs, including Mohammed Bin Rashid Programme for Leadership Development and the Dubai Leaders Programme by Dubai World in association with the Wharton School of the University of Pennsylvania, USA.

Al Bastaki won the International Maritime Club (IMC) Golden Helm Award 2014 for Excellence in Maritime Services, and the “Accomplished Leaders” category of Feigenbaum Leadership Excellence Award 2013, organised by Hamdan Bin Mohammed Smart University. He was also voted as the “Popular CEO of the Year” at the 6th International Maritime Awards in 2013.

Expert in developing and managing IT solutions for the web, with extensive experience in E-Government, E-Commerce, E-Payment, E-Learning, Social Media, and Enterprise Content Management.

Global level experience in Trade Facilitation through the impactful use of technology to integrate systems and processes across the entire trade and logistics supply chain, with proven records of exceptional user adoption and satisfaction levels.

Fayez is currently Head of Commercial in Dubai Trade, the single window for trade in Dubai offering over 700 online services provided by Dubai Customs, DP World, and EZ World to more than 100,000 registered businesses who conduct over 18 million transactions per annum. In his role, he leads the Products & Accounts, Business Solutions, and Marketing & Communications teams with the objective of enriching the organization’s portfolio of products and services and growing its revenue and profitability, while maintaining the highest levels of customer satisfaction.

Prior to Commercial, he headed Dubai Trade Operations for 8 years where he provided strategic and operational level advisory to the executive management board and was directly responsible for managing the core business operations to ensure the highest levels of service excellence through managing the Information Technology, Contact Centre, and Training activities; and planning, managing, and bearing responsibility for the company’s technology assets and investments.

He had previously worked for Dubai E-Government (currently Dubai Smart Government) where he looked after enhancing the Usability of e-services and developing the core building blocks of the government’s online channels including Web Portals, Content Management, and Hosting systems.

Fayez started his professional life back in 1989 as an entrepreneur investing in a handful of startup ventures working in IT Hardware and Networking, Software and Web Development, Graphic Design and Publishing, Training, and Bookselling.

He has a bachelor’s degree in Mechanical Engineering from the University of Damascus, and possesses interests in writing, volunteering, and politics.
